August recess looks like a city-wide slowdown from outside the Beltway. It is not. A nonprofit on the Hill can drop to a ghost floor. A K Street firm two miles away is still in a filing week. If we restock both from one “DC summer” assumption, one fridge sours and one hopper dies before lunch.
Badge lists are a different DC problem. This one is occupancy that moves with the legislative calendar, not with hybrid Tuesdays.
Two floors, two cup logs
If the account spans Hill and downtown, keep separate hour blocks. Recess weeks should cut Hill milk and hold downtown. Session weeks reverse. Do not average them into one Metro number.
Visitors still show up downtown for meetings that Hill staff took as video. Guest cups belong in the downtown log, not in a citywide guess.
Do not trial only during recess
A free two-week trial in August on a Hill floor will understate September. Mix a recess day with a session day, or note the distortion. The two-week trial FAQ covers what to document.

Assign who dumps unused Hill milk
Opened cartons on a recess Friday are a food-safety job. Name the person before everyone leaves for the beach. Our next visit should not start with a science experiment on Constitution Avenue.
What we need on the call
Whether the floor tracks the congressional calendar, typical recess headcount, and whether downtown stays full. We will set restock around those two clocks.
